I need to be able to sort rows by a certain column with a filter active. now I have to set it to no filter and then sort and then put the filter back on all that is doable but it just seems like it should be able to sort with a filter on.

Just confirming that the way that you describe the current behavior is correct—that is, you do need to clear the filter before you can sort (more details are here in the Sorting Rows article).
