If you would like to use Portfolio Workapps and you have a muli-tier solution please vote.
The user/stakeholder experience of having to exit workApps and manage and even view the subordinate 'workstream' sheets in the workspace environment rather than WorkApps is a very undesirable user-experience. I would really love to see this idea get added to the roadmap.
