Is there a way to share only filtered views. I'd like the user to only be able to see and view specific rows.
Sharing a report would be your best bet.
Reports are aggregated data from a sheet. You can determine how to filter the data that flows through to the report.
However, for them to edit anything on that report they would also have to be shared as editors on the original sheet. Here is more on creating reports.
