When you lock a column, is the person that created the form the only person that will be able to update that column? I have a column that I want one of the people that I will share the report with to be able to edit the column.

Only the sheet owner and people shared to the sheet with Admin permissions can edit data in locked columns.
If people are editing your sheet from a report, you'll want to make sure that they have Admin permissions on both the report AND the source sheet. Details on sharing permission levels can be found in our help article: https://help.smartsheet.com/articles/1155182-sharing-permission-levels
