Countifs when a cell is blank

Hello, I am getting INCORRECT ARGUEMENT SET on the following formula and I can't figure out why. Please help! :)
=COUNTIFS({Machine 1 Serial Number}, <>"", {NS Repair PRV}, "Repair/Troubleshoot", {NS Activity Date}, >DATE(2022, 10, 1), {NS Activity Date}, <DATE(2022, 12, 31))

This formula worked for me on my test sheet. Can you confirm that the NS Activity Date column is of type Date and not Text/Number?
