Can you post a screen capture of your source data, as well as a screen capture of your Chart Configurations, showing if you're displaying Values or Percent?

By percentage. If it's by value, it will list 1,19,19

It looks like it is rounding your percentages on the back end. 1 is 2.5% of 39, so it rounded up (since it is at or above the halfway point) to 3%.

I'm not completely sure it would work, but you may need to have the percentages calculated on your sheet so that you can use ROUNDDOWN or ROUNDUP and then reference those in the chart.
