Is the number of licensed users limited on the Business subscription?

I tried to add an additional licensed user, but was unable to and received this response "Please contact your System Admin about upgrading or changing your plan".

There is a set number of licenses per plan. If you are getting that error, I imagine all of the paid licenses have already been assigned. Either someone will need to give theirs up or your plan administrator will need to purchase more (or you just won't be able to grant a license).
