How to automatically add child rows
I would like to add 4 child rows after each approved row. I understand the indenting would be manual.
Workflow:
User submits the project form and form information resides on sheet A
Approver gets the notification and approves the project
The project row gets automatically copied to Sheet B
Add 4 child rows to the newly copied row on sheet B for every approved project

I hope you're well and safe!
I recently developed something similar for a client where the submitter selected a date range for a project for a consultant who needs to report hours. Then, the number of required rows is created automatically with consultant-specific information on all rows.
It's a very advanced solution, but it is possible.

I'm not sure if this is an applicable workaround for you, but to get around this issue for myself I've added an additional report on top of the sheet that is getting rows copied to it and then saved groupings in the report so that the default view is a hierarchical one.
Not technically saving the copied rows as child rows BUT still allows users to view the data in that way.
