The formula that I've tried is:
=IF(ISBLANK(OR([Project Description]@row,
[Active/Inactive]@row,
[External / Internal Communications]@row,
Department@row,
[Business / Functional Owner]@row), 1, 0))
I'm receiving #INCORRECT ARGUMENT error.

Try something like this.
Option 1.
=IF(OR([Project Description]@row = "", [Active/Inactive]@row = "", [External / Internal Communications]@row = "", Department@row = "", [Business / Functional Owner]@row = ""), 1, 0)
Option 2 if the columns are beside each other.
=IF(COUNTIFS([Business / Functional Owner]@row:Departments@row, "") > 0, 1)
