Pull most recent entry data from cell on another sheet

I need to pull the information from a cell on another sheet, (its a %) but only the most recent entry in the column. (there is also a date column)

You may want to add a column to your sheet that says "most recent" and if that column is "starred," you can create a cell reference link by using this formula "=INDEX(COLLECT{Percentage}, {Most Recent},1),1)" - something like that.
