Help with a formula

I am trying to use the IF formula and I can't figure out where I am going wrong. Thanks in advance

I need to subtract the Contract Amt from the budget amount ONLY if Financial responsibility is TI or Make Ready. So if the financial responsibility says Landlord, I don't want the contract amt to be subtracted from the budget amt.
