With Dependencies enabled, can End Date be earlier than Start Date?

Pretty straight forward... there are scenarios when a task will get done early, sometimes ahead of when it was originally scheduled to begin. Is it possible to have an end date that is earlier than the start date?

No, in theory it's not possible to finish work that hasn't started. Many people use 2 sets of columns for their project plans. 2 columns for Target Start/End Dates, and 2 columns for Actual Start/End dates. That way you can keep track to target and actual dates and even make comparisons if desired.
Technically you can only not have an End Date prior to your Start Date on the date columns defined in your Project Settings.
