Would you clarify what training you are referencing?

There are a number of training materials available to unlicensed users, including the Learning Tracks in our public Help Center as well as the numerous Webinars listed here (and this specific webinar for free members).

However in regards to the Smartsheet University eLearning courses, then yes, you will need a Smartsheet license to go through the eLearning courses as there are a number of assets to download into your Smartsheet account (which means you'll need to be able to create and own sheets).
