How to have Percent Complete for two columns?

@Genevieve P. I think we are working on more of a Summary type of formula, so we may need to incorporate it into the second COUNTIFS. I believe the below should work. We are counting how many are either checked or blank and then dividing by the number of checked.
=COUNTIFS(Ordered:Delivered, @cell = 1) / COUNTIFS(Ordered:Delivered, OR(@cell = 1, @cell = ""))
