Editing a group
I am using Groups with Control Centre; I am the admin and my backup admin says he can't edit a group that he isn't the owner of. Is that normal? He says he can create a group and make edits.

Yes this is expected; contact Group admins will not be able to remove users from groups they don’t own. Here's more information: Manage an Existing Group

The article is clear about a non-group owner not being allowed to remove a user from a group, but it's not clear if they can add one. It looks like we can't do that either, is that true?

Yes, that's correct. Only the Group owner or System Admins can edit a group.
If your backup Group Admin does not own the group and is not a System Admin, then they won't be able to edit that group (remove or add members).

No, there is only one Group Owner set, however System Admins can act as an owner if needed.
