Workflow Form Automation

Hello, I'm trying to expand a current workflow to allow multiple users to fill out the same form . I haven't figured out if it's possible yet for a second or third person to work off the same form so all of the information can be captured into one line item in the sheet. After the form is submitted the automation is set up for an udpate request. After this first step is completed I would like for the next person to be notified to fill out the second set of questions, which would then lead to a third set of questions. Any help or advice would be appreciated!
