For JOIN(DISTINCT(COLLECT formula, can you create exemptions?

Hey Paul, would you be able to help me again with this formula? I am needing to add a second department to my equation for exemption. The formula is currently:
=JOIN(DISTINCT(COLLECT({Source Range 1}, {Source Range 1}, @cell <> 218, {Source Range 2}, true, {Source Range 3}, Vendor@row)), ", ")
Can I add an AND( statement into the formula to create an exemption for both 218 and 225?

................, {Range}, AND(@cell <> 123, @cell <> 456), ..........................
