Card View Default for Reports needed ...similar to Sheets default feature

Please replicate the default feature under the Sharing Window that currently exists for Sheets. This feature is not currently available for reports. The only way to default to Card View for Reports is to publish the report...and then the users can't edit the published version. See screenshots in attached MS Word doc.
