Formula to Count Ranges

Does anyone know what formula I'd use if I wanted a cell to show a number based on a range scale? I'd think it would be IF something, but I don't know quite how to type the formula. For example, if the range is 0-1 = novice, I want the highlight cell in yellow to read the overall average column to tell me if it meets that criteria. Any suggestions?
