IF statement formula help

Hi,

I am trying to create a IF statement for the following. If submission-1 is "Complete" or "N/A" to reflect 7.

Here is what I have so far =IF([Submissions- 1]@row = "complete", 7, 0)

I'm not sure how to add the second layer.
