Can we do Critical CHAIN Project Management (CCPM) in SmartSheet? If we can, do we need add-ins or can anyone share a template?

I would suggest at a minimum the core product as well as the Resource Management add-on. The built in Gantt features should allow you to manage timeline, and Resource Management allows you to manage your resources.

While that would work very well for CPM, I do not think it would for CCPM, but I am not 100% sure.

I must not fully understand the specifics then. The Gantt charts to have a critical path feature built in.

I am interested in Critical Chain, not Critical Path. Critical Chain can bridge paths and even projects.
