Is it possible to create a form for an existing sheet?

To elaborate, I would specifically like to create a form that is linked to a sheet that already exists. The existing sheet is a program tracker with lots of fields that aren't relevant to average users. Ideally, the form would be a way for the average users to create a new instance (row) easily.
