JOIN Circular Reference Error

Hello, I am attempting to JOIN two date columns, and keep getting a #CIRCULAR REFERENCE error.

My formula: =JOIN([QAM VOD Shutdown Date]@row:[Ending Date]@row, " - ")

Can anyone make a suggestion why this keeps occurring?
