How do I see all my team members % Allocation in the Project Resource View?

I use legacy resource management. I have percent allocation set up for my team members in my schedule smartsheet with their contacts. For some reason, I am unable to see some team members allocation in the "Project Resource View". How do I fix this?

To track someone's % Allocation, those users would need to be set up as members of your organization. They can be free members without a license, but they need to be part of your plan. Here's more information: Legacy Resource Allocation with Project Resource View
