Is it possible to renumber the ID column on a Sprint Planner

I make a copy of a old Sprint Planner to a new one. Is their a possibility to renumber all the IDs.

I am the owner of the sheet/workspace. I have given Admin Privilege to a few non-licensed users. One user was able to create a new report, and another user is getting this error message. Is this a Smartsheet issue?
