Form Heading Description NOT Formating

I am trying to create an instructional description as part of a heading using the Outline Feature that is in the format bar.

So in the Field Settings it formats correctly (as highlighted in green below).

On the Form is only formats as just numbers.

Supports answer to to make is a field and use the Help Text; however, it isn't a field and I don't want anyone to be able to enter anything.

I just instructions text.

Has anyone found a way to work around or fix this issue?

This behavior relates to a known issue that is being investigated. In the meantime, I found that the Title Description field correctly displays the indentation, so if your form structure allows for it, you could add your bullet list in the Title Description field instead. For reference see the following screenshot:
