I understand, and I appreciate the assistance! I just plugged in your formula and also returned a 120 correct value. Recapping below:
COUNTIFS({Assessment Status Column}, @cell = "Complete")
Returned 120
=COUNTIFS({End Date}, ISDATE(@cell))
Returned 120

Ok. So we DEFINITELY have dates. What about this one...
=COUNTIFS({End Date}, IFERROR(YEAR(@cell), 0) = 2023)

Reponse is #Invalid Data type

You get that error even with the built in IFERROR?? And you are putting this in a text/number type column?
