Is there a way to have alerts be sent out automatically notifying the next team member that a dependency they were waiting on is now done based on tasks being marked as complete?

We had to set up an additional contact column called "Handoff to" and put the user assigned in the dependency in that same row. Then when a task is marked as complete we fire a notification to the "Handoff to" column. We are using the standard notification for when a column changes. See screenshot for example.
