I still cannot believe that! Those 2 statuses are there because those thing happen all the time, and the PMs considered the best way to manage that exact situation. And all the time I wasted on my own, and then came to this forum and wasted your time in the Community because these people are acting like 5 year olds. No worries. Any time you have human intervention, you have the possibility for a process to not be followed properly.

What if you used a form for new entries and update requests for updates? Then people wouldn't need any access to the sheet (other than maybe viewer) and can't delete rows.

That is a great idea, however, unfortunately we are talking about 2 different departments. The other department creates the data for the first screenshot (and makes edits). And my department tracks the metrics by use of the 2nd screenshot. Having this list of the release numbers allows me to completely automate the Metrics calculations on multiple sheets, and the updating of the dashboard. Since this is a process done by another department, it is taboo for me to make suggestions to their process, since I am not part of their process. However I will mention it to my boss, who could mention it casually to that team's boss. This way we can pass along the idea without stepping on any toes.
