How to show in a graph 1% or 5% compliance as well as 90%?

I have to graph compliance from 0% to 100%. However, my 1% offices are not showing on my graphs. Is there something that I am missing?

Can you add a screenshot of the graph here and you can hide the values/confidential data. Unless a value is 0 (zero), it should show up on the graph, may be it is too tiny to be seen, have you tried changing the graph/chart to see if it reflects better?
