Return Parent value - formula issue

I am using the following formula and hoped it would return the value of the parent row:
=PARENT([Managed By]14)
Column name is "Managed By".
If I have multiple child rows, I get the 2nd and following child rows to populate with the "parent" value, but the 1st child value is blank. In the example below - the blue highlighted value is the Parent. The formula exists in all of the rows beneath it but only returns the "parent value" in the yellow highlighted cells. Your help is appreciated.

Try replacing the specific row number of 14 with @row.
