Add Help and Tips on our Dashboards

It would be wonderful if I could add a help tip right on the dashboard, so that when a user hovers or clicks an icon, the information is displayed, but the user remains on the page.
Is that available?

@CMoore We have a dashboard with a whole lot of help/info. When a person clicks on a link, it always (for me anyways) opens up in a different tab.

@Eric Law Thanks for your response. I would like the help tip to display on the dashboard, keeping the person on the dashboard that they are needing help with. I am not wanting to open another sheet or dashboard.
