Count with District formula not working

Hey all. I'm struggling to figure this formula out. I'm trying to pulling from another sheet all quotes that are in the moth of October but each quote has multiple lines so trying not to count those extra lines. All columns are text formula. I keep getting an #unparsible return. It works without the distinct piece in there so I know it's something to do with that but can't figure it out. Any help would be amazing! Thank you in advance!
