Unlicensed User

I added someone inside our organization as an unlicensed user.
They received the invite, but when they click accept, they are asked to start a 30 day trial.
Do they start the 30 day trial? What happens at the end of 30 days? I dont recall doing this when our organization started using smartsheet.

They will be offered to upgrade to a license. If they decline, the sheets they created will be read-only. These sheets can be transferred to a paid license holder which will restore the functionality.

So if they decline and remain unlicensed, will they be able to view/edit/comment on sheets, just not create functioal sheets?
