Approval work flow not working for one approver.

I have an approval workflow that goes to two different people based on department. It works correctly for one person but the other person does not have the option to approve/decline only to save. I've attached a copy of the screen they see when they open the request from their email as well as a side-by-side of both approval workflows. Has anyone else had this issue or have an idea of what's going on?
