How to achieve different access levels based on columns in a report?

If I want to achieve certain restrictions to a sheet or a report as below, how can I achieve them?

  • only some columns to be editable by the OPS team
  • other columns to be read only by the OPS team
  • Start date column is two way

I don't want to use a sheet since they are other columns that I don't want the OPS team to see at all having the Expansion team as admin to be able to see all details. But I also can't use a report since I cant lock columns on reports.
