Report Counting and Summing Incorrectly

I am making a report where I want to pull budgets from multiple sheets and see the total spend by channel, but the report is not pulling in all the rows. I'm not sure what is wrong to prevent some of the rows to not being pulled in. What can I do to get all rows to be pulled into the summation?

Below is a screenshot using Count to show that only 20 of the 26 rows are pulling into the summary section, and the next screenshot shows my actual goal of summing all the budgets:

    I tried simulating the values and got the count to be 26 and the total to be $2,513,051. There might be a formatting error in six of these sheets, which is causing the total to be lesser than it actually is and hence the count is also not matching. Try doing a count against the Sheet name and you should get 26.

    It won't let me count the sheet name, possibly because it is a primary row, but also when adding an additional non-currency row, it still only counts to 20.
