Automation Not Working Properly

We have automation set up for the entire company. See attached. Only a few employees recieved the notification. Any thoughts why?

Thanks I see on one sheet that i need to fix the permission. On another sheet, it did not ask. Do i have to share the sheet with an employee for the automation to work.
