Populating blank rows in-between filled rows on a Report

I have 2 different reports with filters that should allow the blank rows to populate on the report and both reports are sorted the same way.

The first report populates the blank rows in-between the filled rows, which is what I need.

The 2nd report populates the blank rows at the bottom of the sheet. How do I get the 2nd report to populate blank rows in-between filled rows like the first report?

Are there blank rows in between in the source sheet for the second report?

Yes there are.

And do those blank rows have anything in any column at all, or are they completely blank?

there is one other column that has a check box, but the filter is not for that column. Report #1 has multiple columns where the blank row has either a check mark or content. These columns were created specifically for me to use as the Filter in the report, but for some reason this 2nd report I sent to you is not working with that filter.

There are columns in the main sheets that are set up to be used as filters for different reports. Each main sheets has blank rows with the information I want to use as the report filter, either a checkmark box (that not blank) or content.

For Report #1: I have several columns in the main sheet that are created for different report filters. Each blank row on this main sheet has abbreviated content that is used for a filter on a report. Only one column is being used as the filter for this report. The column name used for the report filter is "DCs". The blank row under this column says "Blank" - It works.

For Report #2: I have several columns in the main sheet that are created for different report filters. Each blank row on this main sheet has either a checkmark or abbreviated content that is used for a filter on a report. Only one column is being used as a filter for this report. The column name used for the report filter is "Assigned to External Report". The blank row under this column says "Blank" - It Does Not work.
