Is there a way in Smartsheet to determine if someone who is shared to a dashboard has opened that dashboard, and perhaps how often has looked at the dashboard? Thanks.

Yes!

On the dashboard - go to File --> Activity Log. Based on your filter criteria this view will show you who has seen the dashboard. You can add a date range, and then download the data if needed.
