Formula Won't work

What am I doing wrong? I can't get this COUNTIFS formula to work!!! I have tired so many iterations.
A note that the "Opportunity For" and "Cycle" are referencing a column in a sheet.
This works: =COUNTIFS({Opportunity For}, HAS(@cell, "Minority"))
This works: =COUNTIFS({Cycle}, HAS(@cell, "FY24"))
I CAN'T GET THIS TO WORK: =COUNTIFS({Opportunity For}, HAS(@cell, "Minority"), [{Cycle}, HAS(@cell, "FY24")])

Try getting rid of the square brackets:
=COUNTIFS({Opportunity For}, HAS(@cell, "Minority"), {Cycle}, HAS(@cell, "FY24"))
