Charts/Graphs don't have the option to set the scale of the graph.

They are technically always "scaled to the data" even when the option isn't selected.

One way around it is to have a column that sets the range. You would have another column that's distracting, but you could set the scale by giving both sets of data the same maximum value. Not too many people want an extra column to distract the viewers from the data being reported just to set a scale though.
