Need help with formula (first value that is not a specific criteria)

I want the Field next to "Current Phase" to return the first Phase for which Status is NOT 100%. What type of formula could I use for that?

For example, Phase 4 is what I'm needing the cell to populate (right now it's manually inputted)

Any help is appreciated!

=INDEX(COLLECT(Phase:Phase, Status:Status, <1), 1)
