Autofilling phases into new projects

Is there a way to have certain default phases show up in every new project in resource management? For example we have a Phase 0 and an Idea Workshop phase each with $0 bill rates associated with them that are apart of every new project we create in RM. Is there a way to automatically have those show up in each new project without having to manually input and change the bill rate each time a new project is created?

Phases don't sync between Smartsheet and RM unfortunately. That's a great enhancement request however!
