Sheet admin can't add or move columns
We have given access to project plan to one of our customers who has a Smartsheet account outside of our email domain. This user has been given admin permissions on the sheet, but cannot add or move columns in the sheet. Is this because their license isn't in our domain, or do they need a paid license to be able to add and move columns?

From your last sentence, I think it's because they do not have a license. As per Smartsheet's Help Center Article: https://help.smartsheet.com/articles/504616-inserting-deleting-renaming-columns You need to be a licensed Admin or Sheet Owner.
Smartsheet allows collaborators (non-licensed users) to create accounts but certain functions will not be available to them. It should not matter if they own the license themselves or via a different plan though.
