Can we create an automation to have a specific cell in one of our sheets/trackers automatically updated to 'Completed' when a form was submitted?

You can have it change a cell value when a Document is Added and/or Changed but the only downfall is it doesn't let you label the document being added so if you have multiple docs then if they are added at different times then the rule will run multiple times. I've attached the set up for you though.
