Is there a way to notify users on a specific month rather than every month?

If every 61 days meets your criteria, then yes that would work.

I'm looking to send notifications to users in March, May, July, and August.

So there isn't a built in way to choose the months to send, but you could create the automation for March, then duplicate it 4 times and update the date in each one.
