Restrict Who Can Edit Rows via Dynamic Views

I have a sheet where I would like many people to see all rows of the sheet but I only want to grant write/update to the person who is named in a contact column. I see in Dynamic View where I can filter the rows to people that are named in a row but I don't see an option to let everyone SEE all rows but only update their own rows. Is there a way to do this?

You can't do what you're trying to with a single view. If you want all users to see the entire data but make it editable to only whoever is assigned to the row, you would need to create two views. One to just show all data with no filter, but making no data editable (i.e., nothing on the Details panel) and the other which is filtered by the contact list column which has editable fields (i.e., columns displayed on the Details panel).
