Symbol Formula from V LookUp

Hello,

I am trying to use the symbols green and red to highlight any rows that don't have data, however it is not working as the column i am pulling from is a V look up into another sheet.

I tried if [in viability file?] = "#NO MATCH# then "Red", else "Green" which worked for the green rows, but as you can see the missing from viability tracker column instead of turning red, says "#NO MATCH".

Please help!!!
