How to get an alert for these criteria?

I tried to create a notification/alert but I cannot seem to make this work.

I (as the owner and admin of the sheet) am trying to create an alert/notification when certain column data is left blank. For instance, I can add a row with a task activity on my project plan, but sometimes I'll forget to update the "workstream" and "owner" column. Since I have reports that are driven off of "workstream" and/or "owner", I'd like an alert to notify me if I leave these columns blank.

I think I set it up correctly, but I'm not getting alerted- any ideas why? (The workflow IS enabled)
